The annual Overseas Retirement Index published by Live and Invest Overseas placed the Algarve behind Boquete, Panama, and ahead of destinations in Mexico, France, Greece and Spain. It was the highest-ranked European destination on this year’s list.
For years, Portugal’s southern coast was promoted internationally as a place where retirees could combine warm weather and a high quality of life with relatively low living costs. That calculation has changed.
Housing costs have risen substantially across the Algarve, particularly in established coastal markets, while rents on new contracts reached €11.56 per square metre in the second quarter of 2026. The region is increasingly competing with Portugal’s metropolitan areas on price.
Its position in the retirement ranking suggests that affordability is no longer carrying as much of the argument.
Live and Invest Overseas estimates that a couple would need about $3,085 a month to maintain the lifestyle assumed by its index. The organisation itself acknowledges that rising costs, together with changes to Portugal’s tax, residency and investment programmes, have reduced some of the advantages the country offered in previous years.

The Algarve combines a mild climate with an established international population, widespread use of English in areas with large foreign communities and direct access to European destinations through Faro Airport. Healthcare, infrastructure and personal safety also form part of the criteria considered in the ranking.
For retirees from outside the European Union, Portugal continues to provide residency routes for people living from pensions or their own income. The Portuguese government maintains a specific residence-visa process for retirees and people with independent means.
None of this makes the Algarve inexpensive. The difference between living inland and choosing property in places such as Lagos, Vilamoura or other high-demand coastal areas can be substantial, and housing has become a larger part of the financial calculation for anyone considering a move.
But the 2026 ranking points to a change in how the region competes internationally. The Algarve’s appeal is increasingly based less on being a low-cost alternative and more on the combination of climate, infrastructure, connectivity and an international community developed over decades.
Its second-place position suggests that, for many overseas retirees, those advantages continue to outweigh the higher cost of accessing them.
