Portugal Is Asking Its Construction Industry to Build Everything at Once

Portugal’s construction industry is still growing, but the latest figures suggest that capacity may be becoming as important as demand.

Construction output increased 1.8% year on year in July. Civil engineering grew 2.9%, while building construction advanced by a more modest 1.1%.

Housing construction is being pushed higher after years of insufficient supply, while major public investment continues in rail, roads, energy networks, water infrastructure and public facilities.

Private developers are competing for many of the same contractors, engineers and skilled trades.

Construction employment has already returned to levels not seen for more than a decade. Yet companies continue to report shortages of qualified workers, particularly in specialist trades. Higher wages are one consequence; longer project schedules and greater competition for contractors are another.

Housing therefore faces a problem that cannot be reduced to planning permission or land availability.

Portugal may approve more homes, make additional public funding available and create incentives for development, but those projects still have to be built by an industry with finite labour, equipment and management capacity.

The faster growth in civil engineering is particularly relevant. Infrastructure investment is necessary and, in many cases, overdue.

New railways, energy networks and transport links can also support future residential development. In the short term, however, they draw on a construction sector already being asked to increase housing production.

Faster construction methods, greater use of prefabrication, investment in training and the recruitment of skilled workers from abroad may all become more significant as the project pipeline expands.

Portugal spent much of the past decade worrying about whether enough investment would reach construction.

That constraint is changing. Investment is available, housing needs remain substantial and major infrastructure programmes are moving ahead.

The question is increasingly how much the sector can deliver at the same time.
