Portugal may finally have reached a point where new housing construction is roughly keeping pace with the formation of new households.
That is good news. It is also very different from saying the housing problem has been solved.
Recent estimates put the accumulated shortage at more than 300,000 homes. In 2025, construction appears to have stopped that gap from becoming significantly larger, helped partly by slower household growth.
The homes that were not built over the previous years, however, are still missing.
That backlog helps explain why affordability remains so difficult even when individual indicators occasionally improve.
In the second quarter of 2026, an analysis of advertised prices and household incomes estimated that renting required the equivalent of 82% of average household income nationally, while buying required 76%.
The methodology can be debated, but the size of the gap between housing costs and Portuguese incomes is difficult to dismiss.
Portugal completed around 27,300 new homes in 2025. In the mid-1990s, annual completions regularly exceeded 60,000 and at times approached 90,000.
The collapse after the financial crisis was severe, and construction has been recovering from a very low base ever since.
This is why individual measures can easily look more important than they are. Mortgage incentives can help a buyer.
Tax changes can alter the rental market. Public construction can help particular households. None of them makes a decade of missing supply disappear.
Housing also affects more than property prices. When people cannot move closer to a new job, when companies struggle to recruit in expensive cities, or when younger households delay leaving home, the shortage begins to affect how the wider economy functions.
Stopping the deficit from growing would be an important first step.
Portugal still has to build its way out of what accumulated before it.
