Portugal’s Housing Market Has Already Repriced – Here’s What Changed

House prices across Portugal have more than doubled in 157 regions between 2017 and 2025, according to the Bank of Portugal.

The sharpest increases appear in areas that were previously considered more accessible: the Porto Metropolitan Area, Greater Lisbon, and the Setúbal Peninsula.

For anyone watching the market, whether considering a purchase, planning a long-term move, or tracking investment potential, understanding where and why these changes occurred matters far more than the headline number.

Where real estate prices doubled (and then some)

Five regions stand out with price increases exceeding 200%: Sintra, Seixal, Barreiro, Moita, and Setúbal.

All sit within reach of Lisbon, all were less expensive than central areas in 2017, and all have seen sustained demand from people seeking homes outside the capital while remaining connected to it. These regions represent the practical edge of Lisbon’s expansion.

Places where remote work and commutable distances made relocation possible for families who could not afford closer to the centre.

The Bank of Portugal study notes that demand shifted specifically “towards relatively more accessible regions” in the Lisbon and Porto metropolitan areas. That shift has already happened.

The arbitrage window, buying in a secondary region before it becomes expensive, has largely closed in these areas. A buyer today is arriving after the price discovery has occurred.

Why the Algarve diverged

The Algarve recorded relatively smaller price increases despite eight years of strong international interest.

The study attributes this to price-to-rent ratios that were already high in 2017, driven by non-resident demand and tourism investment. Prices cannot double when they have already been bid up. The Algarve is not a lower-cost option now, and it was not sleeping.

It simply hit its valuation earlier than inland regions.

What buyers expect and whether they are right

Consumers surveyed between January and March 2026 expected house prices in Portugal to rise by an average of 7% over the next year, compared to 3.7% expectations in the eurozone overall.

Younger buyers (aged 18-34) expect more modest growth at 4%, while those aged 55-70 forecast 6.3%. The Bank of Portugal suggests older generations anchor their expectations to past inflationary cycles they have witnessed directly.

Expectations diverge sharply from financing reality. Bank credit accounts for less than 60% of house transactions in Portugal; the remainder comes from buyers’ own funds.

This pattern has held despite price increases that would normally require more borrowing.

Since early 2024, loan growth has strengthened alongside falling interest rates and government guarantee schemes for young buyers, but the overall picture suggests many purchases remain cash-funded or partially funded by savings rather than mortgages.

What this means for buyers now

“The market has already repriced the obvious opportunities,” says Cristina Pereira, property adviser at Residential Advisory Portugal.

“Buyers arriving now are competing at current valuations, not historical ones. The smart move is identifying what you actually need to live well, not chasing regions that have already doubled.”

For anyone purchasing now, the relevant questions have shifted. Prices have normalized upward in secondary Lisbon and Porto areas. The Algarve remains expensive. Primary regions are expensive.

The decision is no longer about finding an undervalued region. It is about finding a place that justifies its price through quality of life, practical access, and the specific lifestyle you are building.
