Why Scarcity Matters in Lisbon’s Prime Property Market

A search for a luxury apartment in Lisbon can look generous at first. The list becomes much shorter once the requirements become specific: good natural light, outdoor space, parking, a lift, a quiet street, an open view, or simply a layout that works well for everyday life.

In older parts of the city, finding all of these in the same property is difficult. Chiado has exceptional buildings, but many were designed long before underground parking, large terraces or modern expectations around circulation and privacy.

In Lapa, larger homes and gardens exist, although they rarely come to market in significant numbers. Príncipe Real has seen extensive rehabilitation, but the physical limits of its streets and buildings have not changed.

Lisbon can continue to add expensive homes without necessarily adding much property of this kind.

Rehabilitation has transformed a large part of the city centre and brought buildings back into residential use, often to a very high standard. But developers are still working within existing structures.

A façade may have to remain, floorplans can be constrained by the building itself, and there is only so much that can be done when a property faces a narrow street or has another building a few metres away.

The market has continued to reward the better examples. Savills recorded a 4.4% increase in Lisbon’s prime residential values in 2025 and expects further growth in 2026.

At the same time, Lisbon remains Portugal’s most expensive municipality by median transaction price, reaching €5,000 per square metre in the latest municipal data published by Statistics Portugal.

Those averages hide a wide range of properties. Two apartments in the same neighbourhood, sometimes on the same street, can offer very different living conditions.

That matters more when prices move higher. Buyers accepting a compromise at one level may be much less willing to accept it when the price reaches several million euros. A prestigious address helps, but it does not create sunlight, remove traffic noise or produce a terrace where none exists.

More construction will increase choice across Lisbon, and new developments can solve many of the practical problems found in older buildings. Central Lisbon has a different constraint.

Some of the things buyers are looking for depend on the building, the street and what has already been built around it. There are only so many properties where all three work together.
